Westchester County Life Sciences Strategic Implementation Plan
In late 2023, BJH Advisors was engaged by the Westchester County Office of Economic Development to conduct a comprehensive analysis of the County’s life sciences sector that included actionable near-term and longer term actionable strategic recommendations.To undertake this analysis, BJH assembled and managed a multidisciplinary team of that included East Egg Project Management,Public Works Partners, JLL, FCA Architects, Barretto Bay Strategies, and Cost Concepts cost estimating.This study, completed in October 2024, assessed Westchester’s market position, workforce and talent pool, real estate, access to capital, and supply chain dynamics to provide actionable recommendations for growth. Drawing on extensive research, including over 40 stakeholder interviews with life sciences companies, academic institutions, real estate developers, and investors, as well as proprietary and public data analysis, the report outlined Westchester’s strengths, challenges, and opportunities in the broad life sciences field, including drug development, medical devices, and digital health. Key insights included labor market trends, hiring needs, and real estate dynamics. Additionally, the team evaluated commercial lab development costs, funding gaps, and capital funding sources.
