Buffalo Financial Resiliency
BJH worked with the City of Buffalo to develop a comprehensive, citywide municipal financial analysis and report. The goal of this work was to provide data-driven modeling and mapping analysis, examine real estate market demand and property tax policies, and assess fiscal impacts associated with property uses and development patterns. BJH also analyzed capital expenditure trends over time and geographically within the City of Buffalo and Erie County. Furthermore, BJH investigated a number of fiscal resiliency strategies including amending land uses, implementing capital investment programs, and updating grant, loan, and tax abatement program criteria to further Buffalo’s financial sustainability goal. This work lays the foundation for future financial resiliency strategies including delivering quality government services, improving equity and inclusion policies, and building complete communities and neighborhoods.
