Kei Hayashi, Principal
Kei Hayashi has extensive experience advising clients on innovative financing and development strategies for real estate projects. Kei's skills and experience are tailored to supporting both private and public sector clients meet financial and policy goals.
She gained expertise in economic development financing and real estate development through her leadership position at the New York City Economic Development Corporation (NYCEDC), where among other responsibilities she was the executive director of the New York City Industrial Development Agency (NYCIDA). At the NYCIDA, Kei developed tax-exempt bond programs to assist a range of borrowers – from small industrial and non-profit entities to large governmental issuers. Transaction highlights include: Value Capture Analysis for Friends of the BQX; Hudson Yards Financing; Pepsi Bottling Company; USTA Tennis Center; American Airlines and Terminal One Group financings at John F. Kennedy Airport; NY Presbyterian Hospital; and Brooklyn Navy Yard Cogen.
In addition to leading BJH, Kei is currently an adjunct professor in the Planning Department at the Wagner School of Public Service at NYU. She received a BA from Wesleyan and an MPA from the Princeton School of Public and International Affairs.

For Council of Fashion Designers of America (CFDA) and the Design Trust, over the past 10 years, consulted on various policy initiatives to support the fashion sector in New York City. This work has included expanding the Fashion Manufacturing Initiative, advising the City’s Steering Committee that was established to review the Garment District rezoning, and to support CFDA’s concept of a “innovation hubs” for the sector.
For Empire State Development Corporation and the Moynihan Development Corporation, advised on efforts to finance and refinance Phase II station improvements with PILOT streams and other development contributions.
For Evergreen, advised on development incentives for its affordable industrial building at 500 Stagg Street in East Williamsburg, which will officially open in early 2022 to at least three industrial companies who will call the building their new home.
For Mount Sinai Health Systems, coordinated several submissions to City and State entities to support MSHS’s investment in critical R&D that will have both impacts on improved health outcomes as well as local economic development/jobs growth.
For Buttermilk Labs, assembled a team of climate policy-makers, developers, designers, and non-profits to submit to the Trust for Governors Island RFP to transform Building 301 into a climate science incubator. This project was officially awarded to Buttermilk Labs in September 2021.
